Campus Evaluation of Performance in Community and Student Engagement (CaSE)
Overview:
House Bill 5 (HB 5) of the 83rd Texas Legislature Regular Session added Section 39.0545 to the Texas Education Code (TEC). TEC § 39.0545 required that each school district assign ratings of Exemplary, Recognized, Acceptable, Unacceptable or Not Applicable for the district and for each campus on both overall performance and each of nine factors related to community and student engagement.
District Annual Academic Performance TAPR/AEIS
TEA annually creates the Texas Academic Performance Reports (TAPR) which contain a wide variety of performance data and information about districts and schools.
Prior to the 2012-13 school year the TAPR were known as the Academic Excellence Indicator System (AEIS) reports. AEIS reports were published from 1990-91 to 2011-12.
Past Ratings (2013-2017)
From 2013 to 2017 the state accountability system was composed of four indexes:
Local Accountability System (2018 and Beyond)
House Bill (HB) 22 established Local Accountability Systems (LAS) which allow districts to develop plans to locally evaluate their campuses. Austin ISD is one of 20 districts selected by the Texas Education Agency to participate in the LAS pilot project. This pilot program will inform the full roll out of the local accountability system option for the 2018–19 academic year.

The State Accountability System for 2018 and beyond will consist of four areas:
Campus & District Accountability
The Department of Campus and District Accountability (CDA) develops innovative assessments, reports, and data analysis tools that support continuous school improvement and increased student achievement. Our work is responsive to and reflective of ongoing changes to the state accountability system, as well as to the needs of campus and district leaders.
In CDA, we are improvement-driven, reliable, student-centered, collaborative, data-driven, and service-oriented.
Our team has 4 areas where we provide expertise and facilitate professional learning:
- Reporting: MOY, Short Cycle Assessments, STAAR, MAP Growth, CCMR, state accountability, and ad hoc requests
- Data Analysis: using NWEA/SchoolCity, developing tools for analysis, facilitating data digs
- Accountability: understanding the state accountability system and monitoring interventions
- Campus and Targeted Improvement Plans: development, alignment, implementation monitoring, and reporting to TEA
