Public Facility Corporation
In Texas, a Public Facility Corporation (PFC) is a nonprofit entity that facilitates the development of mixed-income housing. PFCs have the authority to construct, acquire, and rehabilitate multifamily residential properties. They are governed by Chapter 303 of the Texas Local Government Code, which grants them broad powers to finance and provide public facilities.
