AISD Board Names New Operations Officer

Matias Segura to coordinate construction management, purchasing and HUB; manage real estate portfolio, intergovernmental partnerships

Austin ISD's Board of Trustees on Monday appointed Matias Segura as operations officer to lead the district's construction and facilities management, the 2017 Bond Program, the Historically Underutilized Business program, and contracts and procurement.

He also will oversee AISD's real estate portfolio and resulting intergovernmental partnership opportunities as the district takes steps to advance affordable housing solutions for the Austin community.

"We are pleased to welcome Matias Segura to lead AISD's operations teams to improve the district's systems and processes to drive innovation and efficiency," said Chief Financial Officer Nicole Conley Johnson. "As an engineer with a finance background and deep expertise with AISD's bond program, he is well-qualified to bridge the district's construction management and finance work-from building new infrastructure to managing cash flows."

For more than 12 years, Segura has led a team of engineers, architects, real estate and finance professionals to support public sector clients for URS and AECOM corporations. He has spearheaded complex, multimillion dollar projects for clients, including school districts, municipalities, counties, state agencies, river authorities and private sector developers. Most recently, he led AISD's facilities assessments, as well as the planning and execution of the district's recently passed $1.05 billion bond.

Segura also brings experience managing public sector property transactions, which can provide the district with new perspectives in its real estate management and valuation solutions.

"He is a rare and exceptional leader. He has an amazing range-and depth-of experience, expertise and energy, and he is one of our own Austin-made talents, coming right out of AISD. He offers comprehensive, in-depth knowledge of his industry, while remaining keenly focused on serving our schools and students," said Conley Johnson. "He has a strong track record of working with public partners-such as the city of Austin and Travis County-which will help us find ways to creatively and strategically leverage public resources for our shared communities."

Segura, an alumnus of Bowie High School, earned his bachelor of science degree in civil engineering from Texas Tech University and his master of business administration degree from the University of Texas at Austin. He is a registered professional engineer in Texas.
