Citizens' Bond Advisory Committee Responsibilities, Structure, Process and Timing of Bond Election
On March 26, the Board of Trustees approved the creation of a Citizens' Bond Advisory Committee (CBAC) to begin planning for a bond program to address the district's major capital improvement needs. The CBAC is an ad-hoc advisory committee that reports to the superintendent. While the Board does not have direct oversight of this committee, the administration sought Board guidance on the responsibilities of the CBAC, and the timing and process for the next bond election.
Chief Operations Officer Lawrence Fryer provided an overview of the process to date, reviewed the CBAC charge, membership and Board reporting process and sought guidance from the trustees on the timing and process for the next bond election.
Continuation of Consideration of a Tax Ratification Election (TRE)
Chief Financial Officer Nicole Conley-Abram presented information to the Board to facilitate its continuing discussion on whether to pursue a Tax Ratification Election in either November 2012 or November 2013.
Consideration of 2012 Historic Property Exemptions
Chief Financial Officer Nicole Conley-Abram presented for the Board's discussion and consideration a draft resolution amending the AISD ordinance on providing historic property tax exemptions. The proposed resolution aligns with recent program modifications approved by the Austin City Council.
The proposed resolution would effectively cap the historic exemption at $3,500 for properties that are designated or change owners after Dec. 31, 2011. The Board is scheduled to take action on the proposed modifications at its May 21 regular meeting.
