October 27, 2009 - 2010-2011 Budget Parameters  
The Austin School District Board of Trustees has approved 2010-2011 budget parameters presented by Superintendent Dr. Meria Carstarphen and Chief Financial Officer Nicole Conley-Abram.
Adoption of the parameters is the first step in the adoption of the District’s budget, and will next serve as guides to developing the preliminary budget, which is due in late February. Budget parameters include:
  • Maintenance of a Fund Balance of $105 million or greater.
  • Adoption of a balanced budget, by considering all cost reductions and efficiency proposals, utilizing the MGT efficiency study as a starting point.
  • If necessary, the consideration of proposed budget reduction options with the least impact to classrooms.
  • Prioritizement of investments that are aligned with strategic goals.
  • Targeting resource investments into programming that supports achievement growth for all schools.
  • A transparent budget process that includes sufficient opportunity for community engagement and feedback.
  • Maintenance of competitive compensation for all employees.
  • Staffing ratios that meet State standards.
  • The development of a budget in a multi-year framework — with a minimum of three years — to account for out-year implications of budget proposals and revenue estimates.
 
 
 
Superintendent’s Performance Evaluation and Bonus Measures  
Trustees approved the Superintendent’s primary goals, performance bonus measures, and incentive compensation objectives for the 2009-2010 school year.  
 
The employment contract of Dr. Carstarphen as AISD Superintendent specifies that the Board and Superintendent would adopt goals and Performance Measures that would be the criteria on which the Superintendent’s performance for 2009-2010 school year would be reviewed and evaluated.  
 
The Board will review Dr. Carstarphen’s performance in successfully addressing the following primary goals:
  • Preparation of a preliminary balanced budget for 2010-2011 school year.
  • Preparation of a new Strategic Plan for the District, with the involvement of the community, staff, and Board.
  • Development and implementation of a plan to build District leadership capacity.
  • Active engagement with the community and the District’s stakeholders.
 
 
Dr. Carstarphen is also eligible for an annual performance bonus of up to $25,000, based on the Board’s evaluation of the Superintendent’s performance and achievement of specific Performance Measures. The measures include increasing District level state accountability ratings by subject; increasing campus level state accountability ratings; and increasing District level ratings for Federal Accountability standards. Additional incentive compensation of up to $22,500 includes increasing Pearce and Garcia middle schools’ State Accountability ratings to Academically Acceptable or better in 2010; and increasing Reagan High School’s State Accountability rating to Academically Acceptable or better in 2010.  
 
 
Family Resource Center for Pearce Middle School  
Trustees approved a contract with The Austin Project to develop a Family Resource Center at Pearce Middle School, at a cost of $99,293. The Austin Project previously developed Family Resource Centers at Dobie, Martin, Mendez, and Webb Middle Schools. The Center will engage stakeholders in the school and community to participate in the development of the Pearce Center, provide training and orientation for new staff, school staff and community volunteers, and serve as fiscal manager for the Pearce Middle School Family Resource Center.  
 
The approved changes include:
  • Streamlining the charge of the FUBTF to focus discussions on the criteria for establishing boundaries.
  • Channeling all community input to task force members for their deliberations.
  • Implementing more clearly-defined operating procedures, including the use of an independent third-party facilitator.
 
 
Changes in criteria for the Task Force to consider during the development of assignment plans were also changed, and including the following:
  • Achieve capacity targets that ensure efficient operation of facilities.
  • Affect fewest students possible.
  • Attend to alignment feeder patterns, as reasonable, and balanced against other criteria.
  • Prevent multiple reassignment of students among schools by developing stable, long term assignment plans.
 
 
 
Overcrowding Relief at Carruth and Baker Administrative Centers  
Trustees approved an agreement with CL&G Joint Venture to lease approximately 33,437 square feet of office space in the Skyline Office Building, located at 1949 South IH-35, for a five-year term, with two three-year renewal options. In December 2007, consultants from 3D/International reported these key findings in an administrative space planning study:
  • A deficit of a total 40,000 assignable square feet in the Carruth and Baker administrative centers.
  • A deficit of 173 parking spaces at Carruth that represents 45 percent of the total number of available spaces.
 
 
The agreement with CL&G Joint Venture releases a significant amount of office space at both locations, and allows the District the flexibility to develop an office space utilization plan for the next five to seven years. Initial plans are to relocate Information Services staff currently housed at both centers.  
 
 
Administrative Appointment  
Trustees approved the appointment of David Lussier as Executive Director for Educator Quality. Mr. Lussier has served AISD since 2006 as Director of Project REACH, the Strategic Compensation Program, and as Special Assistant to the Superintendent. He also was employed by the National Board for Professional Teaching Standards from 2001-2006, and was Associate Director of Domestic Policy for the White House under former President Clinton. He taught social studies at the high school level in Massachusetts, and was a Massachusetts Teacher of the Year. Mr. Lussier is a doctoral candidate with the Harvard University Urban Superintendents Program. He earned master’s degrees from Harvard and from Boston University, and a bachelor degree from the University of Massachusetts at Lowell.  
 
 
Apple At Work Bond Program  
As projects of the Apple At Work Bond Program, Trustees approved the following contracts:
  • Hot Rod mechanical, Inc., for $405,151 for heating and cooling renovations at Andrews Elementary and Burnet and Dobie middle schools.
  • C.L. Carson, Inc., for $1.13 million for additions and renovations at Travis High School. The work will include renovation of seven general science classrooms and one chemistry classroom, window replacements, and kitchen improvements. The work is scheduled to be substantially complete by mid-August 2010.
  • STR Constructors, Ltd., for $1.29 million for renovations and additions at Garza High School. Work includes library expansion and refurnishing, renovations to two science classrooms, roof replacement, security lighting installation, and heating and cooling upgrades. The work is scheduled to be substantially complete by mid-August 2010.
  • Southern Cross group USA, LLC, for $1.2 million for renovations at Carruth Administration Center. Work includes roof replacement, weather-tight window sealing, heating and cooling equipment replacement, carpet replacement, and masonry repairs. The work is scheduled to be substantially complete by July 2010.
  • Sale of a 3.3-acre tract near Cowan Elementary School to the City of Austin for the extension of Westgate Boulevard.
 
 
 
Recognitions  
Trustees recognized and congratulated:
  • Austin High School teacher Ian K. Grayson on his selection by the Texas Council for the Social Studies as the 2009 NOVA Social Studies Teacher of the Year.
  • Mendez Middle School teacher Stephen Ray on his selection by the Texas Council for the Social Studies as the 2009 Outstanding TCSS Middle School Social Studies Teacher of the Year.
  • Highland Park Elementary School teacher Sally Hunter on her selection as the 2009 TCSS Elementary School teacher of the Year and the Gilder Lehrman Institute of American History Preserve America Teacher of the Year for Texas.
 
 
 
President’s Update  
Board of Trustees Vice President Vincent M. Torres noted that November is American Indian Heritage Month, and AISD schools will place a particular emphasis on the contributions of American Indians to American history and culture. Austin students will have a unique opportunity to learn about Indian culture at the 18th Annual Austin Powwow and American Indian Heritage Festival, on Saturday, November 7, from 10 a.m. to 10 p.m. at the Toney Burger Center. The public is invited to participate in this free event, the largest annual American Indian gathering in Texas. Each year, the annual Powwow draws more than 30,000 people for a single-day gathering of traditional American Indian dancing, singing, arts, crafts, foods and contemporary entertainment. On the days leading up to the Powwow, several of the artists and performers will visit schools to perform dances and storytelling and to teach American Indian arts and crafts.  
 
 
Superintendent’s Report  
AISD observed National School Bus Safety Week and School Bus Appreciation Week from October 18-23. Teachers, students, and parents were encouraged to show their appreciation for the bus drivers and transportation support personnel who work so hard to ensure that students get to and from school safely every day. Superintendent Dr. Meria Carstarphen delivered breakfast to bus drivers and their families at both the Saegert (South) and Nelson (North)Terminal bus terminals before the drivers began their daily routes. She met many drivers, as well as many of their children who come to the terminal with their parents before going to school. Dr. Carstarphen also rode with driver Ida Collins on the District’s plug-in hybrid school bus. AISD is the only Texas school district with a hybrid bus.
