While the district has been touched by some planning influences through the proposals from the Community Committee on Neighborhoods and Schools, and the Family and Children’s Task Force, a formal Facility Master Plan (FMP) has never been developed. One of the district’s goals is to maximize graduation rates and academic achievement, and we must make academic and operational updates in order to reach this goal. The FMP, specifically, is designed to ensure that we have the ability to teach and learn in suitable facilities for all students across the entire district.

The Facility Master Plan (FMP) is a framework, with the following three process components: 1) an FMP process; 2) annual information needed to inform the process; and 3) annual academic facilities recommendations. The administration has recommend the adoption of a comprehensive, long-term FMP process that would support the district’s long-term goals, including the Strategic Plan, as well as shorter term priorities, such as Board-identified priority initiatives for each school year.

Part of the FMP framework includes development of Annual Academic Facilities Recommendations (AAFR). The AAFR call for a rich portfolio of academic options housed within adequate and equitable facilities. The AAFR are informed by academic expectations and operational needs. These two areas of study delineate the priority areas in the plan, as shown in the diagram below.

The Board of Trustees has reviewed the FMP process this fall and will continue to do an annual review of the AAFR in alignment with the budget planning process. On Sept. 12, the Superintendent updated the Board on the process for developing an Administrative Recommendation for a Facility Master Plan. She presented the academic expectations and operational needs that shape the FMP process and how it informs the following year’s Annual Academic Facilities Recommendations. On Sept. 26, the Superintendent presented to the Board the administrative recommendation.

The Board voted to approve the FMP framework at the Nov. 21 Board Meeting and was presented with the Annual Academic and Facilities Recommendations at their Dec. 5 meeting. On Dec. 12 they voted to approve five proposed AAFRs including expanding dual language immersion programs, addressing overcrowding in north central elementary schools and creating an in-district charter to strengthen graduation pathways. The in-district charter vote with IDEA Public Schools was moved to Dec. 19 to finalize contract language.

After receiving Board approval in December, the district administration has begun planning and implementation for the coming school year. The implementation process will include outreach to affected schools and communities as well as planning, preparation and action phases over the coming year. Please continue to check back for updates.

Between February and May, principals, staff, families and community stakeholders will be asked to brainstorm, discuss, and share ideas about academic and facility proposals for 2013-14.

The implementation process for the 2011-12 approved AAFRS willd begin.The Board-approved Facility Master Plan framework, which includes the process and timeline for community engagement, will be followed next year, beginning in January, for 2013-14 AAFRs. At the January 9 Work Session, the administration will present information about demographics and academic trends to identify potential district needs.
