The Superintendent proposed six, 2012-13 Annual Academic and Facilities Recommendations at the Dec. 5 Board Meeting. At the Dec. 12 meeting, the Board voted to approve five AAFRs including replacing the Alternative Learning Center (ALC) and Alternatives Learning Center for Elementary Students (ACES) with a Learning Support Model. An explanation of that recommendation follows below:
Learning support center to replace Alternative Learning Center (ALC) and Alternative Center (ACES) for elementary students
- The recommended delivery model for this scenario is an agreement with an outside provider to operate a Learning Support Center that will serve all mandatory removals, and only those discretionary removals will be reviewed by the Associate Superintendents' offices.
- New discretionary removal will be served at the home campus by an additional 16 FTEs, including teachers and social support staff that will be assigned based on campus and student need and related services. These additional staff would be part of the existing Child Study Teams.
- Campus administrators would not be permitted to remove a student for discretionary reasons unless the student is considered a safety concern. To serve students who are removed for discretionary reasons, additional teachers and counselors would be assigned based on campus and student need and related services. These staff members would be added to the existing Child Study Teams.
- The district would enter into a contractual agreement with an outside provider to operate a Learning Support Center that would serve all students who are removed from the classroom for mandatory purposes, as well as students removed from the classroom for discretionary reasons if the student is considered to present a safety concern.
- If an outside provider is not identified, these students would continue to attend the Alternative Learning Center, but with a new delivery model that would include rigorous and aligned academic programming. Social and Emotional Learning through individual and group counseling, service learning projects, additional Child Study supports and mental health screening

Implementation:
After receiving Board approval in December, the district administration will begin planning and implementation for the coming school year. The implementation process will include outreach to affected schools and communities as well as planning, preparation and action phases over the coming year.
